Rouk is a technology studio based in Tallinn — a senior builder and fractional CTO for companies that need a trusted technical partner. We've spent ten-plus years shipping software across edtech, defence, life sciences, and financial analytics, in-house and on contract.
We kept noticing the same gap: small teams that knew exactly what they wanted to build, but couldn't find a technical partner they trusted. Rouk is our answer to that — a small, trusted network committed to doing fewer things, and doing them well.

Rouk is led by Sander Rõuk — engineer, founder, and operator. A decade of building software: junior .NET at Nortal, mobile engineering at Mooncascade and Motimate (acquired by Kahoot!), leading mobile delivery at Teleplan Globe in Oslo, contract platform work at Quantem Analytics, and currently building at Lutso in healthcare.
